Legislative Budget and Finance Committee Receives Prestigious Impact Award

HARRISBURG – Senator Bob Mensch (R-24), Chairman of the Legislative Budget and Finance Committee (LBFC), announced that for the fifth year in a row, the Committee has had its work recognized with an Impact Award from the National Legislative Performance Evaluation Society (NLPES).  The Impact Award is presented to legislative offices that produce evaluations or audit reports that resulted in documented public policy changes, program improvements, dollar savings or other public impacts.

Senate Resolution 263 (2016) directed the LBFC to study the issue of staffing shortages and overtime costs within the Department of Corrections (DOC), including the costs associated with hiring a new employee (e.g.,  salary, benefits, retirement, training, and equipment) as compared to paying current employees overtime.  The LBFC report, PA Department of Corrections Overtime Study, was released in February 2017 and made several recommendations to reduce overtime costs which were implemented by the Department.  A copy of the full report can be found here: http://lbfc.legis.state.pa.us/Resources/Documents/Reports/622.pdf.

“We showed management at the Department of Corrections a more efficient way of handling certain staffing issues, and I’m pleased the Department acted so quickly to implement our recommendations,” Senator Mensch said.  “I am also very pleased that the NLPES recognized the LBFC with an Impact Award – and the fact that we have earned this award five years in a row speaks volumes to the consistent and valuable work from the LBFC.”

The LBFC is a legislative service agency consisting of 12 members of the General Assembly.   The Committee conducts studies and makes recommendations aimed at eliminating unnecessary expenditures; promoting economy in the Pennsylvania state government; and assuring that state funds are being expended in accordance with legislative intent and law.  Learn more about the LBFC here: http://lbfc.legis.state.pa.us/.
